Bill was a former mayor of Odyssey. He may have had something to do with Blackgaard, which played a part in his resignation (Tom for Mayor, Part 1). Years later he and his daughter, Ashley Jenkins, were going to sue Tom for his unfair coaching practices. That was all a misunderstanding though and once they talked it out it was fine.
