History
Howard was a lawyer, who got Bart Rathbone and Rodney Rathbone to sue Jason Whittaker after Rodney climbed onto the roof of Whit's End and fell through the skylight. He loved frivolous lawsuits. His last name was often mispronounced. He said it's French. Initially, when the judge and jury gave Rodney a pyric victory of $1, Howard declared that they would appeal the decision. However, when Judge Bailey F. Lee advised Howard against it due to the appeals courts being "less friendly" to frivolous lawsuits and had brought lawyers that appealed such cases before the bar, Howard backed off the case, taking the dollar that the Rathebone's won with him.
